Prime Minister Sheikh Mohammed bin Rashid Al Maktoum disclosed, "We have greenlit the designs for the new passenger terminal at Al Maktoum International Airport and are initiating construction of the facility at a staggering cost of AED 128 billion ($34.85 billion)." Sheikh Ahmed bin Saeed Al Maktoum, president of the Dubai Civil Aviation Authority and CEO of Emirates, added that the initial phase of the project aims to be operational within a decade, boasting a capacity to cater to 150 million passengers annually.

Since its inception in 2010, Al Maktoum airport, situated on the city's outskirts, has received a modest fraction of the air traffic compared to Dubai International Airport. Authorities are strategically positioning Al Maktoum to supplant Dubai International, which, despite accommodating up to 120 million passengers annually, faces limitations on expansion due to its central location within the city.
