Education is a big factor in this case. People who have access to education are more decent, organised, clean and their standard of living is relatively improved. Education gives people a clear idea of ​​right and wrong. Education, not only bookish school education, but social and ethical co-education can bring them to enlightenment. When people become socially educated, they can understand why littering is problematic.

Dustbin Culture and Governments

The idea of Dustbin and the culture of using personal and public dustbin came from the western culture and is now under attempt to spread worldwide. Since the use of this dustbin has been a thing of the past in the western countries, the common people in the western countries especially in the first world countries also use the dustbin regularly. But the use of dustbins is still not in public culture in the backward countries of the second and third world, especially in Asia and Africa. The reason for this is the educational backwardness of the people here, the bigger reason is the inadequacy and limitations of the initiatives taken by the government. Be it education or the dustbin, nothing has yet reached the marginalized. As a result, they have no habit of using dustbins. As a result, it is very normal for littering to happen.

Can it be dealt with Laws?

Laws to prevent littering in public places are definitely necessary. But, without providing enough education and enough available systems to drop garbage in the proper place and establish a dustbin culture deeply in the society, no law can change anything. And, littering is not the only cause of pollution, nor the biggest cause. So, laws are more necessary to control industrial wastes. And in case of littering, education and government initiatives to generate dustbin culture are more needed than the laws, to bring an effective change in near future.
